Low-cost sensing pilots are often judged by the quality of the data they produce. But what if technology is not the primary determinant of success? Drawing on a two-year follow-up study of five NSW council air quality sensing pilots, this presentation explores why some projects generated lasting value while others struggled to achieve their objectives. The findings suggest that organisational capability, partnerships, and local context played a far greater role in shaping outcomes than technical challenges alone. The presentation will discuss practical lessons for councils, environmental agencies and funding bodies, and challenge conventional assumptions about how pilot success should be defined and evaluated.

TWO YEARS AFTER OPENAIR: EXPLORING CHALLENGES AND LONG TERM VALUE IN COUNCIL-LED AIR QUALITY SENSING

Biography

Andrew is a smart city researcher and program manager at the UTS Institute for Sustainable Futures. He works with government, industry and research partners to design and deliver applied initiatives that use environmental sensing, data and technology to inform decision making in urban environments. His expertise spans smart low cost sensing, data collection and interpretation methodologies, and the development of governance and activation strategies that enable responsible, effective data use. Andrew was project co designer and methodology lead for the $3.52m OPENAIR program (2021–2023), which produced Australia’s first comprehensive best practice guidance for smart air quality and urban heat sensing and received a National Banksia Award in 2024. Building on this foundation, his current work integrates sensing, data systems and systems design methods to support climate resilience, environmental management and long term transition planning in practice, while his PhD research examines how these data enabled approaches generate durable social and environmental impact—connecting operational learning with theory and advancing practical guidance for cities. He holds an MSc in Human Ecology and a BSc (Hons) in Geography and has worked previously in environmental NGOs and corporate social responsibility.
